- To motivate citizens to report their knowledge of crimes anonymously.
- To offer rewards as an incentive for persons to report their information.
- To administer the reward program.
- To deter crime and assist law enforcement agencies in gathering evidence of such crimes.
The information received is forwarded to the appropriate police agency and to the silent observer agent.
