Utility Assistance

Struggling with your utility bill? Don’t wait—help is here. The sooner you apply and submit your documents, the sooner we can get started.

Assistance is available for heat, electricity, water, and deliverable fuels—whether you’re trying to prevent a shutoff or restore service. Ottawa County Community Action Agency partners with the Michigan Department of Health and Human Services (MDHHS) and utility providers to find solutions that support you while you work toward self-sufficiency. Eligibility determinations are made by MDHHS in most cases, and the process takes at least three days. How to apply:

  1. Gather your documents needed for the MDHHS State Emergency Relief (SER) funds application and the for the OCCAA pre-screening application:
    • Photo ID
    • Proof of household income for the past 30 days
    • Past due or shut-off notice from the utility company
  2. Complete an online application and be approved for the MDHHS State Emergency Relief (SER) funds. Choose Ottawa County Community Action Agency (OCCAA) as your referral partner.
  3. Complete the OCCAA pre-screening online application.
    • Complete demographics for yourself and the members of your household.
    • Review and agree to a consent statement.
    • Answer questions about your past and current needs and household income.
    • Upload the requested documentation.
  4. Check your email regularly. Once your pre-screening is approved, you will need to make an appointment. If you do not have an email address, be sure to answer unknown phone numbers and check your voicemail regularly.
  5. Gather your documents for your appointment:
    • MDHHS determination letter
    • Proof of household size (full name, birthdate, and full social security number for everyone in the household)
    • Photo ID and full social security number from the applicant
    • Past due or shut-off notice from the utility company
  6. Come to our office at your scheduled meeting time with all the required documentation. We do not accept walk-ins.
